Political Comment

The American forces and the Iraqi National Guard are still intensifying their fierce onslaught on the city of Al-Fallujah, which has been deemed as the symbol of resistance against the occupation. For the third day running, the belligerent forces are attempting to consolidate their invasion and establish a foothold inside the city, but they are still facing a ferocious resistance. Despite the ferocity of the resistance, for which no other slogan has been heard apart from that of Islam, curbing the intensity of that resistance through the subjugation of the city of Al-Fallujah seems to be the step required as a prelude to the forthcoming Iraqi elections. America wants all the Iraqi regions to partake in the elections in order to demonstrate that the future Iraqi government will represent all the Iraqis, with their various sects and ethnicities, without any exceptions. The permanent constitution to be drafted by the elected government will act as the springboard towards determining the shape of the political system and the structure of the state in the new Iraq.

Hence, the sweeping onslaught that the American forces are executing with the help of the Iraqi National Guard forces is expected to continue until Al-Fallujah is subjugated, even if the city is completely wiped out, because the “Sunnis” are expected to object to the project aimed at turning Iraq into a federal state in view of the fact that they ruled Iraq for long spells, in addition to the concepts of Islam that forbid separation, while many Shia leaders prefer to keep Iraq united, as long as they maintain their dominance over it, especially now that they have been portrayed as the majority who suffered injustice and oppression over the years. Hence, the atmospheres have been prepared and charged by the American agents to hand the reins of power to the “Shias” or to hold the lion’s share. This will be unacceptable to the Kurds and the Arab Sunnis and America is well aware of this. Hence, America is working with the help of the Iranian regime towards establishing two federal entities for the “Shias”; an entity in the south with Basra as its capital, which will be dominated by the secular Shia elites, the supporters of Al-Da’awah party and all those willing to proceed in the occupation projects from among the collaborating Shia authorities; and another entity in the Central Euphrates region around the city of Al-Najaf. The importance of the Basra entity is reflected in its acting as a geographical buffer zone that protects Iran and as an advanced foothold for her inside Iraq. As for the Central Euphrates entity, America plans to turn it into a tool that stirs up events in Najd and the eastern region in Saudi Arabia, once she succeeds in settling the issue in Iraq in her favour - Allah forbid.

Establishing a federal union in Iraq has been clearly stated in the Iraqi state’s law for the interim period enacted on 8th March 2004. The third article of the first chapter under the heading of “Basic Principles” stipulates that the ruling system in Iraq is “federal, democratic and pluralistic...”, though the power has been split between the central government and the regional government of Kurdistan, while the status of disputed areas, including Kirkuk, has been postponed. Ghazi al-Yawar, the President of the republic for the interim period had stated: “Since the federation is a suitable style for the new Iraq, then it is the aspiration of all the Iraqis; and we are determined to develop our unique Iraqi experience, which includes the federation. This federation has unfairly been described as another name for separation, whereas in fact it is another expression for bringing the various parts of the homeland closer together.” He added: “We hope to have a host of fraternised federations within a united Iraq.”

It is most likely that Iraq will be divided into five provinces, two for the Shias and the other three for the Sunnis, the Kurds and the Turkmen. Sulaymaniyah is expected to be the capital of Kurdistan and Irbil the capital of the Turkeman province. America has already opened four consulates in Sulaymaniyah, Irbil, Basra and Mosul, in addition to her embassy in Baghdad. Turkey has opened two consulates, one in Irbil and the other in Sulaymaniyah. The former Iraqi ambassador to Beirut Nabil Abdullah Al-Janabi who currently heads the Royal Democratic Alliance, was quoted by the editor of a Baghdad magazine Al-Zawraa’ as saying: “We have proposed a federation formed of the five following provinces: Basra, which includes a number of directorates, the Central Euphrates, Baghdad, Mosul and the North. We gave Kirkuk self-rule due to its special status, but it will be joined with the central government.” Hence, the future planned for Iraq is to divide it, while aspiring to maintain a strong central government, which will reassure the neighbouring countries and will provide a solution to the issue or power sharing, while each province would maintain its authority over its subjects according to the ethnic and sectarian division, which will in the future sow the seeds of fragmentation where the ethnic and sectarian tendencies would grow and the attention of the Muslim people of Iraq would be diverted from the complications caused by the presence of the earmarked American bases, which are designed to remain in Iraq for a long time; this would even provide those American bases with a safety valve and if America were to succeed in her endeavour, people’s yearning for security may lead them to plead with America to remain with her forces in Iraq.

It is noted that while she is ravaging the Muslims of Al-Fallujah, America is working at the same time towards laying the political traps to sow dissension among the Sunni leaderships in order to secure their participation in the elections and their proceeding towards establishing a federal state for them. This became clear when the “Sunni” Islamic party partaking in the Allawi government consented to the interim state law. It is the very party that announced recently its withdrawal from the government in the wake of the onslaught on Al-Fallujah, with the aim of preparing it to undertake a new role, once the attempt at restoring its credibility is accomplished, which is necessary due to its flagrant affiliation to America. Bashar Al-Assad had declared to Al-Jazeera channel that the American presence in Iraq was “an occupation that must resisted”, which encouraged the Committee of Muslim Scholars to dispatch Dr Muthanna Al-Dhari to Damascus to meet the Syrian leadership; this amounts to a new trap aimed at assigning to Syria – whose leadership is still loyal to America – the role of containing the Committee, which enjoys the respect of the Sunni Muslims. Furthermore, the comments of Kofi Annan that discouraged and opposed the attack on the city have been highlighted just before the invasion of Al-Fallujah. This was designed to inspire the leaders of the Sunnis to resort to the United Nations and to demand it to exercise total control over the forthcoming elections. Despite the statement of Dr Harith Al-Dhari, head of the Muslims Scholars Committee and his call to reject the participation in the elections in the wake of the attack on Al-Fallujah, the calls made by Al-Suamaidi’, the protégé of the Salafi movement, and his provocative statements about the possibility of a conflict between the Sunnis and the Shias erupting if Al-Sistani failed to condemn the war on Al-Fallujah and to issue a fatwa prohibiting the participation of the Shias, may however compel the Committee to move towards the only available way out, namely accepting the separation of the Sunni areas from the Shia areas, remaining within a federation and agreeing to partake in the forthcoming elections, which would be a solution that could avoid the bloodshed which is about to occur for the sake of America’s project in Iraq.

With regard to the American reassurances to the neighbouring countries, the presence of a province for the Turkmen within the federal union would facilitate in gaining the support of the Turkish army and nationalist parties, especially the extremist ones, and their supporters in Turkey, for the issue of dividing Iraq, while maintaining it under the umbrella of a strong and dominant federal government. The presence of a province for the Turkmen would also assist in turning a blind eye to the presence of a Kurdish entity, which Turkey had opposed and fought for a long time, especially as the document related to “Iraq’s Turkmen Declaration” stipulates that the borders of this province will run from Tal Afar in the north, along the region stretching from Khanqeen, through the cities of Kirkuk and Irbil, which will lay a siege on the Kurdish areas between Turkey in the north, the Turkmen province in the south and Iran in the east, thus separating the Kurds of Iraq from the Kurds of Syria due to its stretch from the Turkish/Syrian borders in the north-west to the Iranian borders south-east of Baghdad, including Mosul, Irbil and Dyalah, as well as the governorate of Salahuddine, in addition to Kirkuk, which the Kurds are claiming as their own and which will most probably be joined to the centre while its oil revenues would be shared among the union federation according to quotas similar to what occurred in Sudan with the oil of the south.

In order to master the work towards executing America’s plans, the Turkish mainstream public opinion has noticed the harsh tone used by Erdogan’s government during the battles that took place in Tal Afar, the city with a Turkmen majority; then came the response of the American forces of easing the pressure on the city. America is also keen to give Turkey a significant military, political and economic presence inside Iraq, according to a host of steps, the most prominent of which was the establishment of a military task-force led by Turkish officers, to be stationed in Irbil. This task-force had already been set up in the past to break-up the clashes between the two Kurdish parties in August 1998; the Turkmen constitute the majority of this task force which number 400 soldiers. If the Turks were to sense that they could protect the Turkmen, get closer to Kirkuk and its vast oil riches, separate the Kurds of Iraq from the Kurds of Syria, this would give conspicuous reassurances to all of the opposition factions in Turkey, especially as the Turkish army would acquire an easy passage in the lands of Iraq, to which it had already dispatched special military units and military intelligence operatives in the Turkmen areas, to undertake physically the training of small Turkmen units on guerrilla warfare, and to amass support for Turkey’s chosen nationalist leader of the Turkmen, with the blessing of America, namely Saber Oktin.

As for Iran, its government has been proceeding with America and even fighting alongside her through the Badr Battalion, in order to consolidate the project of federation in Iraq. The concerns expressed by Iran towards the establishment of a Kurdish federation in the north are only meant for media consumption. America has pushed Iran towards strengthening its security cooperation with Turkey in order to hunt down the PKK on the one hand, and the Iranian armed groups on the other.

The American administration and her military and political analysts deem the Arab Sunnis as the main obstacle facing their federation project in Iraq. Hence, this fierce onslaught on Al-Fallujah represents a strong message to them. Therefore, in case the Sunnis were to move in order to foil the federation project, America has mobilised a large number of her forces and the forces of her allies inside and outside Iraq, in the north and in the south and around all their areas, in order to abort any move aimed at foiling the federations’ project in Iraq, in addition to her assiduous efforts to flare up a civil war in Iraq, especially within what she falsely and with clear political and media intent refers to as the “Sunni Triangle”. In his speech on 24th May 2004, George Bush was quoted as saying: “My solution for Iraq is to instigate a permanent civil war. America will train Iraqis to kill other Iraqis; this will be after teaching them that free trade economies and what it requires in terms of fair system that idolises ownership is better than belief in Allah and better than the conventional Iraqi values.”

The issue of dividing Iraq into five federations in a progressive manner is conspicuous and America’s move towards achieving is very much a foot. What is alarming in the matter is that the issue of federation is not merely a style specific to Iraq, it is rather a general plan in which America is proceeding within the framework of reshaping the Islamic region in particular and the whole world in general in a manner that will concentrate her hegemony and unilateral dominion over the international situation, through permanent military bases and through the monopolising of oil resources, her control of the transport routes and strategic passageways and her reshaping of the thoughts, emotions and convictions.

What indicates further America’s determination to execute her plan in Iraq is the fact that she has already started propagating, publicising and gathering public opinion for federalism as a solution to the “troubles and conflicts” in the Islamic region. Effectively, a conference was held in the Federation Centre in Faubourg (Switzerland) between 14th and 17th March 2004 under the theme of “Federation as a solution to the Middle East conflicts”, in which prominent international expert in federalism participated in addition to a large number of Israeli and Arab academics. Some of them went as far as saying: “The principles of federalism (democracy and human rights) do not ideologically contradict Islam; it is possible to think seriously about a method to form societies that respect the internationally recognised basic rights of individuals and groups alike, without necessarily relinquishing the principles and the rules of religion, and if this may require sometimes undertaking a host of necessary changes, these will not be a reform movement “made in the United States”, but rather a movement emanating from the needs of the concerned society.”

Dear Muslims

It must never slip our minds that since the attacks of 11th September 2001, America started to execute what she had been planning for years, in terms of occasioning radical and structural changes in the map and borders of the Arab and Islamic regions inherited from the Sykes-Picot agreement. The collaborating rulers of the Muslims will never be able to curb the growing anger and resentment of the masses towards the Kuffar and to control the Islamic public opinion that demands the rule of Islam. Hence, America has decided to rely directly upon her own resources, backed by Britain, in safeguarding her strategic interests, while dismissing all the international laws and conventions inherited from the old international situation. The Greater Middle East Initiative, and what complements it in terms of slogans such as reform, democracy, federalism, free trade, uprooting terrorism, religious tolerance, human rights and women’s right to partake in political life, is but a cultural campaign aimed at changing the Aqeedah of the Ummah and her concepts on life in order to facilitate America’s control over the Ummah’s fate, the plundering of her resources and preventing her revival on the basis of Islam.

Dear Muslims in Iraq

Your awareness of what the criminal and depraved America is concocting against you constitutes the basic cure to nullify her wicked scheming and to throw it back in her face. “A Muslim is but a brother to another Muslim; he does not forsake him, nor wrong him nor betray him.” Allah has called us Muslims to honour us for our submission to Him, in His commands and prohibitions. It is He who commands us from above the seven heavens not to shed each other’s blood; and it is He who warned us that such an act would land us in hellfire: “if the two Muslims were to clash with their swords, the killer and the killed are in hellfire.” So would we swap, a paradise as big as the heavens and earth for an eternal dwelling in hell? A paradise that only the believing servants of Allah will enter, especially those who fight for the sake of Allah and direct their weapons towards the Kuffar, thus gaining martyrdom and a place among the prophets, the truthful ones and the martyrs, the best of companions? Dear brothers, your determination to fight the Americans will serve as a lesson to those criminals who hypocritically champion humanity, in addition to warranting the greatest and most generous reward from Allah; it will also serve as an obstacle that prevents America from coming near another region from among the other lands of Muslims’, who are expected to rise, especially the influential ones and the army officers, and to follow the path of the believers and the truthful, so that the Ummah may rid herself of those who prevent her from regaining her might, and even to gain the pleasure of Allah and the martyrdom for His sake. Hence, you must not give America and her agents the chance and you must resist any action that may lead to fragmenting the land and sowing the seeds of corruption and hatred among the Muslims; you must reject any calls to the so-called federalism. The scholars, intellectuals and politicians should not spare the effort in spreading all that leads to the rejection of whatever amounts to a betrayal and a disobedience to Allah and His Messenger and a division of the believers’ ranks.

Dear Muslims...

Islam forbids the federal or confederative system. The ruling system in Islam is a system of unity and not a federal system. This is one of the principles of the Islamic ruling system. It is forbidden for any Muslim to call for the separation from the body of the Islamic state when it is established, under the pretext of ethnicity or sect or any other pretext; rather the state will have a single army, a single foreign policy and a single constitution. It is not befitting of any Wilayah within the Islamic state to breakaway from the centre of the Khilafah. Hence, partaking in the call for or the propagation of the federal union is Haram according to Sharia’ah and it is part of the introductory measures undertaken by America to reshape the region and propagate the future form of ruling system in it.

Dear Muslims…

America has delved deeply into the blood and the honour of the Muslims and into violating their dignity and their pride and in plundering their resources; all of this is because of the indifference of the Ummah, especially the influential individuals, vis-à-vis the serious work that leads to her salvation and to gaining the pleasure of Allah, before the blade of America reaches their necks; America is merciless and more appropriately, she will treat with disdain those who humiliated themselves and accepted to serve the gangs of rulers who deviated from the Deen of this Ummah. The salvation of Al-Fallujah and all the cities of Iraq, Palestine, Afghanistan, Thailand and other countries will only be achieved when the Muslims’ armed forces engage in genuine battles with the Kuffar, once the criminal collaborators from among the ruling gangs have been swept away and once the Ummah is rid of their squalor; then the Ummah can surge forward to carry the message of Islam so that the word of Allah may reign supreme. Then the believers will be gladdened by the victory of Allah.
