This role includes not only the collection of intelligence on the activities of political dissidents and groups, but often times, counterintelligence operations to thwart those activities. The techniques employed are easily recognized by anyone familiar with military psychological operations. The FBI, through the use of the criminal justice system, the postal system, the telephone system and the Internal Revenue Service, enjoys an operational capability surpassing even that of the CIA, which conducts covert actions in foreign countries without having access to those institutions. Britain writes off 20 million of Pakistan debt

ISLAMABAD (Reuters) - Pakistan has been further rewarded with Britain's announcement that it will write off 20 million pounds in bilateral debt and provide new funding of 105 million pounds over the next two years.

Although small by the standards of relief announced by other coalition partners, it is nearly half Pakistan's total debt with Britain and the remaining 30 million pounds is likely to be scrapped through the Paris Club shortly.

The write-off was announced in Islamabad by British aid minister Clare Short, the latest in a growing list of Western visitors to thank President Pervez Musharraf for his cooperation following the September 11 attacks on New York and Washington. Full Article
